Sent by Wells Fargo. It contains a circular of the San Francisco Harbor and Port regulations written in 1854 by Robert Haley, the Harbor Master.

Sent by Wells Fargo in 1852 to Daniel Towle in California. It was first sent to Sacramento and then forwarded to Ophir. It was sent by his wife, Electra M. Towle, who became the Post Master of Avon, Maine, when her husband left for California.
